Is Data Modeling Better Characterized as Description or Design?

Graeme Simsion's four year research project addressing the above question was completed in 2006. The results were published in his PhD thesis Data Modeling: Description or Design (University of Melbourne) and in the book Data Modeling Theory and Practice.
